Are all WebStorm’s features available in the Ultimate IntelliJ 12?

They will be available in IntelliJ IDEA 13 and are available right now in IDEA’s latest EAP.

Is that true for PyCharm 3 also? Will it contain everything Webstorm 7 contains or will I miss out on something if I only buy PyCharm. I’ve been waiting for a possible sale to buy both, but if I only need to buy PyCharm then I might as well do it right now.

The main difference is in the set of plugins: whether some plugin comes bundled with the IDE or is available for the download. Most of the new features available in WebStorm 7 are already available in PyCharm latest EAP. You can learn more about that in their blog: https://blog.jetbrains.com/pycharm/
